Capacity Building

An empowering activity that strengthens the ability of Voluntary, Community and Social Enterprise organisation to build their structures, systems, people, and skills so that they are better able to:

  • Define and achieve their objectives;
  • Engage in consultation and planning;
  • Manage projects;
  • Take part in partnerships, social enterprise and service delivery.

ChangeUp

A government initiative to strengthen the Voluntary, Community and Social Enterprise sector by encouraging and enabling the delivery of infrastructure services.

Compact

The agreement between government (national or local) and the voluntary and community sector in England to improve their relationship for mutual advantage. This is achieved through the voluntary sectors representative infrastructure bodies or via wider consultation.

Delivery Plan

An outline which breaks down a programme of work into a series of stages to achieve specified outputs and/or outcomes.

First Tier Organisations

See Frontline Organisations.

Frontline Organisations

Voluntary, Community and Social Enterprise organisations working directly with the public, or particular target groups or communities.

Generalist Infrastructure Organisations

Organisations which support all frontline Voluntary, Community and Social Enterprise organisations in a particular geographical area.

Governance

The ‘overall guidance, direction and supervision of the organisation’ making sure that it acts in line with its constitution and legal identity. It is most often used in connection with the role of management committees or boards.

ICT

Information and Communications Technology. Eg. Computer hardware and software, connections to the internet etc. intended to fulfil information processing and communications functions.

Infrastructure

The physical facilities, structures, systems, relationships, people, knowledge and skills that exist to support and develop, coordinate, represent and promote front line organisations, thus enabling them to deliver their missions more effectively.

Infrastructure Organisations

Often called ‘Second tier’ or ‘Umbrella’ organisations, they support frontline Voluntary, Community and Social Enterprise organisations.

Local Area Agreements

Lead Agency or Partner

The organisation within a partnership of organisations which takes legal and financial responsibility for drawing up and managing a programme or project. The lead partner will include a management fee in the overall budget. Often referred to as the lead agency and accountable body.

Local Strategic Partnerships

Partnerships of stakeholders who will develop ways to involve local people in shaping the future of their neighbourhood in how services are provided.

Outcomes

The changes, benefits, learning or other effects that result from what the project or organisation makes, offers or provides.

Outputs

The products, services or facilities a project or organisation offers or provides.

SLA

Service Level Agreement

Social Enterprise

A business with primarily social objectives whose surpluses are principally reinvested for that purpose in the business or in the community, rather than being driven by the need to maximise profit for shareholders and owners.

Specialist Infrastructure Organisations

Organisations which either support the organisations in a particular sub-sector or offer a particular area of expertise.

Stakeholders

People with an interest in the organisation. Includes internal stakeholders such as staff, volunteers, or management committee members, as well as external stakeholders such as users, funders etc.

Sustainability

The long term viability of a project/programme/activity etc. Often measured against specific social, economic and/or environmental criteria.

Third Sector

Office of the Third Sector use the term to describe 'non-governmental organisations which are value-driven and which principally reinvest their surpluses to further social, environmental or cultural objectives. It includes voluntary and community organisations, charities, faith groups, social enterprises, cooperatives and mutuals.'

Similar to 'voluntary sector' but note this term is not always embraced by the voluntary sector.

Third Tier Organisation

Infrastructure organisation which supports other infrastructure (or ‘second tier’) organisations.

Umbrella Organisations

Can refer either to membership bodies or federations, or more loosely to infrastructure bodies.

Voluntary Sector

A voluntary sector organisation is: non-profit distributing, non-statutory, autonomous and may be charitable.
